The Final Phase of the Legislative Session

The Indiana General Assembly has begun the final phase of the legislative process as the end of the 2025 session approaches.

At this stage, both chambers have reviewed and voted on legislation authored in the opposite chamber. Bills will now either move to the governor for further consideration or be subject to further review by lawmakers.

For a bill to go straight to the governor for consideration, it will need to have passed the opposite chamber without any amendments.

Bills that received amendments in the other chamber must return to their original chamber for review. Bill authors will then have the choice to agree – or concur – or disagree – or dissent – on the amended bill.

If a lawmaker agrees, or concurs, on the bill and the chamber of origin approves the concurrence, the bill goes to the governor for his consideration. If a lawmaker does not agree with the changes – or dissents – the bill will go to a conference committee.

In a conference committee, one member of each caucus from each chamber – one Senate Republican and Democrat, and one House Republican and Democrat – come together to further discuss the bill and find a version that everyone can agree upon. The agreed-upon bill will then be subject to a final vote in each chamber before going to the governor for consideration.

Conference committees will take place throughout the remainder of the 2025 session which, by state law, will conclude on or before April 29.
