Statement from State Sen. Jim Merritt Senate Bill 12

State Sen. Jim Merritt (R-Indianapolis) made the following remarks today on the Senate floor regarding Senate Bill 12:

“We must leave no doubt that Indiana welcomes all. We must leave no doubt that we are committed to inclusion. A fully inclusive bias-crime law makes it clear that targeted acts of hate will not be tolerated in Indiana. Let us hope that Senate Bill 12 evolves into such a law.

“A few years ago, many in this chamber felt some criticism from our constituents, businesses in our districts and especially national and local media over legislation we passed, which gave our state a bad name. We tried to fix it, but the damage was done.

“There was an economic price paid. It was not a small one. We felt it. We need to lead, not follow or play catch-up, when it comes to talent and business attraction and retention.

“This is not a Republican or Democratic issue. It's not a conservative or liberal issue. It's not a ‘base’ or a ‘fringe’ issue. It's neither a purely economic or a social issue. It's a human rights issue.

“Bias crimes are on the rise. Judges need guidance. That’s why including a clear and defined list is important. Anything short of that provides no protection for the communities being victimized. And that’s why a great bill passed 9 to 1 this week in committee.

“We in the Senate have worked for years on bills that have aspired to send a clear message to Hoosier citizens and onlookers far and wide that Indiana’s foundation has no room for hate. Each year, we have fallen short of that goal, but we know that this declaration needs to be made and will be made, and there’s no reason it can’t be this year.

“We must learn from past mistakes and have our laws evolve with the community and constituents we serve. We must condemn hate by demonstrating how we love one another.

“Let's do the right thing. We must leave no doubt that Indiana is a welcoming place and that protects, stands beside and values each and every one of its individuals.”
