Rogers: Education legislation ceremonially signed into law

STATEHOUSE (July 8, 2025) — State Sen. Linda Rogers (R-Granger) joined Gov. Mike Braun today for the ceremonial signings of several education bills, including Senate Enrolled Act 146 and House Enrolled Act 1634.

SEA 146, which was authored by Rogers, requires schools to pay a minimum salary of $45,000 to their teachers, an increase from the $40,000 minimum salary previously in place. It also requires schools to spend at least 65% of their state tuition support on teacher pay. Local school districts will still determine teacher salaries, but this law increases the minimum pay to ensure teachers are receiving the compensation they deserve.

The new law also creates the Indiana Teacher Recruitment Program to provide grants for training and recruitment programs for teachers in high-need areas like STEM education. Finally, it creates a study to determine the feasibility of increasing school health plan options.

"We need to support our state's educators in order to ensure our Hoosier students receive the best education possible," Rogers said. "This legislation is just one way we can bolster our education workforce and provide more support to our local teachers."

Rogers also sponsored HEA 1634, which requires each school corporation and charter middle school to automatically enroll a student who meets certain conditions in a middle school advanced math course. It also requires students in kindergarten, first grade and second grade to take a state-approved numeracy screening test to identify students who are at risk of not meeting grade level math proficiency.

"Based on the 2024 ILEARN test results, only 40.7% of Hoosier students are at or above proficiency standards in math," Rogers said. "HEA 1634 will help students throughout the state improve their math skills and ultimately be better prepared for whatever the future may bring."

Rogers also attended and coauthored the ceremonial signings for the following bills:
