Garten Concludes Historic Session with Trifecta of Landmark Victories for Indiana: Author of "Gold Standard" Medicaid Reform and Strongest Foreign Adversary Protections in a Generation Delivers Major Wins for Hoosiers

FOR IMMEDIATE RELEASE

STATEHOUSE (Feb. 27, 2026) — As the 2026 legislative session draws to a close, Senate Majority Floor Leader Chris Garten (R-Charlestown) celebrated the passage of a transformative legislative agenda that secures Indiana’s fiscal future, fortifies state security against foreign threats, and tackles the state’s housing crisis head-on.

"We didn’t come here to tinker at the edges; we came here to lead," said Senator Garten. "By reforming a bloated Medicaid system, shutting the door on foreign adversaries who wish us harm, and clearing the path for Hoosier families to own their piece of the American Dream, we have sent a clear message: Indiana is a light on a hill for the rest of the nation."

A National Model for Fiscal Responsibility

Garten authored Senate Enrolled Act 1, a revolutionary Medicaid reform package that has already garnered an endorsement from the White House. Recognized as the national "gold standard," SEA 1 restores accountability to the state's second largest budget item, ensuring that resources are preserved for the truly vulnerable, while protecting Hoosier taxpayers from unsustainable growth.

Defending Indiana from Foreign Interference

In a move that represents the most significant security measure in over a generation, Garten authored Senate Enrolled Act 256. This legislation takes a hardline stance against foreign adversaries, prohibiting hostile entities from gaining a foothold in Indiana’s economy and land. It is the strongest measure of its kind in the Midwest, positioning Indiana as a leader in subnational national security.

Unlocking the Hoosier Dream

Recognizing that economic growth is impossible without a place to call home, Senator Garten served as the Senate Sponsor for House Enrolled Act 1001. This comprehensive housing reform package slashes through the red tape and regulatory hurdles that have stalled development for years. By incentivizing growth and lowering barriers to entry, HEA 1001 ensures that Indiana remains a place where families can afford to live, work, and thrive.

Promises Made, Promises Kept

The passage of these three pillars marks one of the most productive sessions for a single legislator in recent memory. Garten’s work this year has not only shaped Indiana’s trajectory for the next decade but has provided a proven roadmap for other states to follow.
