Doriot: Bill to expand driving privileges for non-citizens passes committee

STATEHOUSE (Feb. 7, 2023) – A bill authored by State Sen. Blake Doriot (R-Goshen) that would expand driving privileges for non-citizens passed the Senate Committee on Homeland Security and Transportation today.

Senate Bill 248 would allow residents of Indiana who cannot provide proof of identity and lawful status in the U.S. to receive driving cards and driving card learner’s permits.

SB 248 would ensure non-U.S. citizens already living in Hoosier communities receive the proper training to drive a vehicle, rather than having them drive illegally without training, which raises the risk of accidents. The bill would also require card holders to obtain insurance and the cards would be used strictly to allow driving. The driving cards would not allow non-citizens to vote.

"We have a growing population of immigrants here in District 12," Doriot said. "These families want to live and work here. SB 248 would ensure the safety of both those in need of driving privilege cards and other motorists on the roads. This bill is about giving them the chance to become productive Hoosier residents."

SB 248 has been reassigned to the Senate Committee on Appropriations for further considerations.
