Charbonneau legislation addressing health care and child care ceremonially signed

FOR IMMEDIATE RELEASE

STATEHOUSE (April 22, 2026) — Two bills authored by State Sen. Ed Charbonneau (R-Valparaiso) supporting mental health care and child care and expanding oversight for drug compounding were ceremonially signed into law by the governor today.

Senate Enrolled Act 222 supports mental health care by clarifying that 988 staff qualify as first responders and creates statewide standards for peer members of mobile crisis response teams. It also extends Indiana's child care micro-facility pilot program until the end of 2027, allowing new child care business models by allowing small sites to operate with streamlined regulations.

"Our mental health professionals are valuable health care providers, especially those who are taking calls from Hoosiers struggling with mental health issues, and they deserve to be recognized as first responders," Charbonneau said. "In addition to creating more standards for mental health professionals, this legislation also allows more Hoosier families to return to the workforce while ensuring their children are receiving proper care for affordable rates."

Senate Enrolled Act 282 adds important oversight mechanisms to the process of drug compounding by medical professionals. SEA 282 also requires medical spas operating in Indiana to register with the Medical Licensing Board and subjects these spas to standard reporting requirements that apply to other medical facilities.

“Medical spas and drug compounding are two fast-growing areas of health care that are typically less regulated than other forms of medical care," Charbonneau said. "SEA 282 establishes much needed guardrails to protect patients and hold providers more accountable for their care."
