Putting the spotlight on Indiana

By State Sen. Jeff Raatz (R-Richmond)

For almost all of cinematic history, states like California and New York have been the places where many movies are made. But as filming costs grow and directors look to portray different parts of the U.S. more authentically, states like Indiana have a great opportunity to turn the spotlight toward our own towns and cities.

However, Indiana has struggled to attract the film industry's attention due to a non-transferable film and media production tax credit. Companies that film in Indiana could receive up to 30% of their expenditures back as a tax credit, but most of them can't use it because they do not have significant enough tax liabilities. So, they look elsewhere, and the credits go unused.

This year, in order to make Indiana more appealing to the film industry, I co-sponsored Senate Enrolled Act 306. This law allows the tax credits for movie production to be transferable, making Indiana more attractive to the movie industry and more competitive with at least 24 other states that offer a similar benefit.

This is not only great for filmmakers, but also for Hoosiers, as it will bring more exposure to our state and more commerce to our towns and cities. According to the Motion Picture Association, as much as $1.3 million could be pumped into the local economies per day during filming.

In the same vein as movies like Hoosiers and Breaking Away, SEA 306 could allow Indiana to once again be the focus of some great films.
