Koch: Small modular reactor pilot program bill ceremonially signed into law

STATEHOUSE (July 29, 2025)A bill authored by State Sen. Eric Koch (R-Bedford) that establishes a pilot program to develop small modular reactors was ceremonially signed into law by the governor.

While small modular reactors are still several years away from deployment, they have great potential to provide America with safe, clean nuclear power in the years to come.

Senate Enrolled Act 423 creates a pilot program that allows one or more utilities, or other eligible partners, to work together developing a small modular reactor in Indiana. Eligible partners could include a state university, military installation, prospective utility customer that wants to use electricity generated by an SMR or other investors.

"As we plan for Indiana’s future energy needs, we need to be taking an all-of-the-above approach,” Koch said. “Creating a pilot program for small modular reactors will allow for cooperation between stakeholders to begin the process of building SMRs in Indiana, which will help address Hoosier energy needs and affordability as our state continues to grow."

Koch is the chairman of the Senate Committee on Utilities, ranking member of the Senate committees on Commerce and Technology and Judiciary, and a member of the Senate Committee on Corrections and Criminal Law. He represents Senate District 44, which includes Brown, Jackson, Lawrence and Orange counties, and a portion of Monroe County.
