STATEHOUSE (March 23, 2026) — State Sen. Eric Koch (R-Bedford) was named the most effective Senate lawmaker of the 123rd General Assembly according to a recent study, with 17 of his 22 bills becoming law.
The Center for Effective Lawmaking, which is operated by Vanderbilt University and the University of Virginia, reports the top 10 most effective legislators in both chambers and caucuses for each legislative session based on an analysis of their bills, seniority and committee rankings. Based on that analysis, Sen. Koch received a top score of 3.28 with 1.13 being the average in the Senate Republican caucus.
Sen. Koch has the longest streak in the Senate of scoring above expectations for four legislative sessions. This means he has significantly exceeded their benchmark score based on their analysis. He has been listed on the top 10 most effective Indiana State Senators list since the 2017-2018 legislative session.
Koch is the chairman of the Senate Committee on Utilities, ranking member of the Senate committees on Commerce and Technology and Judiciary, and a member of the Senate Committee on Corrections and Criminal Law. He represents Senate District 44, which includes Brown, Jackson, Lawrence and Orange counties, and a portion of Monroe County.
