Indiana receives $3 million to help launch addiction recovery networks

During the 2019 legislative session, the Indiana General Assembly passed Senate Enrolled Act 33, which established certification and a grant program for comprehensive addiction recovery centers (CARC).

The CARCs will take a collaborative approach to combat Indiana’s drug crisis and be established in regions throughout the state.

To be designated as a CARC, the entity must partner with local providers to offer the full spectrum of substance use care, including assessments, inpatient, outpatient and medication-assisted treatment, peer support services, and job training.

Recently, Indiana Executive Director for Drug Prevention, Treatment and Enforcement Jim McClelland announced the first round of funding to help launch CARCs.

Three regional partnerships – one located in northern, central and southern Indiana – were awarded grants totaling up to $1.5 million to support the completion of their recovery networks:

• Northern Indiana: Regional Health Systems, Merrillville

• Central Indiana: The Health and Hospital Corporation of Marion County/Eskenazi Health, Indianapolis

• Southern Indiana: Community Mental Health Center, Lawrenceburg

Over the next two years, up to $3 million in funding, appropriated by Gov. Holcomb’s Next Level Recovery initiative, will help support the launch of up to six CARCs.

When the networks are complete, the regional partnerships will be eligible to apply to receive a designation from the Indiana Family and Social Services Administration’s Division of Mental Health and Addiction as a comprehensive addiction recovery network.

Addressing our state’s drug epidemic is a top priority for our caucus, and we will continue to work to find ways to provide Hoosiers with substance use disorders with necessary resources and support.
