Messmer: Bill streamlining domestic abuse assistance programs passes Senate

STATEHOUSE (March 29, 2023) — A bill sponsored by State Sen. Mark Messmer (R-Jasper) that would incorporate the duties of the of the Domestic Violence Prevention and Treatment Council into the Victim Services Division of the Indiana Criminal Justice Institute (ICJI) passed the Senate unanimously Tuesday.

House Bill 1195 would repeal the Domestic Violence Prevention and Treatment Council, resolving several longstanding issues, including the inability to conduct meetings due to the lack of a quorum and the conflicts of interest that exist due to many council members voting on the funding they receive.

"House Bill 1195 would streamline many of the tasks currently undertaken by the Domestic Violence Prevention and Treatment Council and allow for funding to get to the programs that assist victims of domestic violence," Messmer said. "I am pleased to see this bill receive unanimous support in the Senate."

Because the bill was amended in the Senate, it now moves back to the Indiana House of Representatives for further consideration.
